From 65 countries, a total of 263 chief justices, judges, as well as world leaders such as heads of state, speakers of parliament, ministers of justice, foreign affairs and education gathered at the conference.  During the opening ceremony of the conference on the 19th, the "Ceremony of Ringing the Bell of World Peace and Love" was organized and four important leaders, including President of Mauritius, rang the Bell and made the peace wish. Dr. Hong Tao-Tze proclaimed the “Declaration of World Day of the Power of Hope" and declared 23rd September as "World Day of the Power of Hope", calling on the world to act in solidarity with a selfless will for peace and to pave the way for a peaceful and sustainable future for humanity.

At the moment of frequent natural and man-made disasters, peace and security are the greatest aspirations of all mankind. The FOWPL Culture Goodwill Group, who attended the conference for the eleventh time, organised the Ceremony of Ringing the Bell of World Peace and Love in the opening ceremony on the 19th November. Four distiguished guests rang the Bell and made peace wishes at the opening ceremony: H.E. Mr. Prithvirajsing Roopun G.C.S.K., President of the Republic of Mauritius; H.E. Sir Rodney Errey Lawrence Williams GCMG, Governor-General of Antigua & Barbuda; Dr. Bharti Gandhi, the Founder and Director of City Montessori School; and Mr. Ratan Chandra Gupta, the General Secretary of City Montessori School.  The clear and loud sound of the Bell echoed through the venue, sending out the energy of love and peace and the prayer for world peace.

Dr. Hong Tao-Tze, President of the Federation of World Peace and Love, delivered a speech in the ceremony titled " Optimizing Global Governance with Love-Based Education; Advancing World Peace with Hope and Actions of Conscience”. Dr. Hong pointed out that “The global governance that the world needs now cannot depend on the promotion by a single transnational group or organization. A more efficient way is for world citizens to start "governing" from within by loving themselves, finding inner peace and balance, listening to their conscience from the depths of their hearts, and becoming seeds of love and conscience. From there, people may gradually expand their influence. Prior to uniting others, one must first unite oneself and then expand unity to one’s group, community, nation, and finally to the whole world.” Dr. Hong also proclaimed September 23 of each year as "World Day of the Power of Hope" to encourage global citizens to act with conscience and harness the power of hope for themselves, for others, and for global security and sustainability, so that the positive energy of the universe can lead the Earth to the path of sustainable development.

H.E. Mr. Prithvirajsing Roopun G.C.S.K., President of the Republic of Mauritius, rang the Bell and made the peace wish “In the globally connected world with such profound and rapid changes, let us be inspired by Mahatma Gandhi’s spirit of love, compassion, peace and unity and resolve to work hands in hands to achieve Agenda 2030.

H.E. Sir Rodney Errey Lawrence Williams GCMG, Governor-General of Antigua & Barbuda made the wish “I wish that we can educate the young people of the world to be game changers and peace lovers, making our world a better place.”

Dr. Bharti Gandhi, the Founder and Director of City Montessori School, said “May peace prevail on earth.”

Mr. Ratan Chandra Gupta, the General Secretary of City Montessori School, said “I sincerely wish for peace in the world along with unity without which there can be no development and eradication of poverty and hunger. This is the beginning of an Era of Conscience. “
